What It Takes to Secure the UN General Assembly

The 79th United Nations General Assembly (UNGA) opened on September 10, 2024 at UN headquarters in New York City, with its high-level General Debate set for September 24-28. With nearly 190 speakers from global leaders to civil society representatives, security has become the top priority for the UN, federal, and local authorities. 

Crucial Security Components of a Successful UNGA

As a high-profile event with numerous world leaders in attendance, multiple security teams are collaborating closely to ensure the safety of every individual and operational efficiency. Deputy Chief of the Security and Safety Service Rodrigo Victor da Paixão outlined several key components that are vital to maintaining top-tier security at the UNGA.

  1. Scalability: VIPs and international heads of state visit the UN headquarters in NYC virtually every day. Therefore, security protocols are implemented year-round and are enhanced for the high-profile UNGA event. Deputy Chief of Security, Rodrigo Victor da Paixão, emphasizes that scaling existing measures is critical, saying, “From a UN Security point of view, it is all about building on what we do all year round and scaling up for GA week.”
  1. Emergency Planning & Drills: Preparations for the next UNGA begin immediately after each assembly. In the months leading up to the event, the Security and Safety Service (SSS) conducts extensive drills including fire, medical emergencies, and counter-terrorism scenarios in close cooperation with New York City agencies.
  1. Risk Assessment & Screenings: The SSS-NY Crisis Management and Strategic Planning Unit conducts detailed risk assessments for the UNGA, ensuring that tens of thousands of people and items are screened before entering the venue.
  1. Inter-Agency Collaboration: UN officers are flown in for reinforcement, while around 18 US agencies, including the Secret Service, NYPD, FDNY, and medical facilities, collaborate to ensure a seamless security operation and protection of dignitaries. The UN security team works closely with the FDNY and nearby hospitals and medical facilities to ensure preparedness for worst-case scenarios. They also work with the NYPD to establish a comprehensive security perimeter, conduct bomb sweeps before and during the event, monitor traffic patterns, and control vehicle access.
  1. Personal Protection: The Special Services Unit (SSU) ensures the safety of dignitaries, extending protection to side events such as dinners. Given the recent assassination attempts of public figures, such as Donald Trump, physical security forces on the ground are more crucial than ever.
